This tense is formed using two components: the verb BE (in the past tense)
and the -ING form of a verb.
Here are the rules, using the example verb "sing":

We use the Past Continuous:
a) for actions that were going on at a specific time in the past:
Sally and Tim were playing football at 6 pm.
b) for two activities that were happening at the same time in the past:
While I was studying English, my little brother was chasing the cat.
